NIER update the GHS classification list
National Institute of Environmental Research (NIER) published the Announcements to update the GHS classification list:
Adding substances into the list: 13 toxic chemical substances (Given No. 2020-1-957~2020-1-969) with corresponding classification information, pictograms, signal words, hazard statements, M factors and UN No.
Updating the name or classification of 4 toxic substances (Given No. 97-1-167, 2017-1-772, 2018-1-831, 2018-1-844)
Update the concentration limit of 2 toxic substances (Given No. 2018-1-831 and 2018-1-865)
Providing Chemical Control Act (CCA) transitional measures (import notification, labelling, off-site impact analysis, business licensing etc) for the newly designated toxic chemicals

MoE consulting on Listing 14 substance as Existing
On the 21st of Jan 2020, Ministry of Environment (MoE) published a public consultation on adding 14 substances into Korean Existing Chemical Inventory (KECI). The KE number of the 14 substances are KE-19-0001 to KE-19-0014.

India is drawing up the fifth draft of its Chemical (Management and Safety) 20XX Rules (“India REACH”), which is expected to be the final draft. It will be published this year for wider industry consultation. “India REACH” is expected to be published and enforced in early 2021.
The Japanese Ministry of Health, Labour and Welfare (MHLW) is consulting on updating substances under the management of the Poisonous and Deleterious Substances Control Law (PDSCL).
China’s Ministry of Ecology and the Environment published the final version of the MEE Order 12 “Measures for the Environmental Management of New Chemical Substances” to replace MEP Order 7
A consolidated transitional inventory of chemicals was published on the 16th of June 2020 by the Russian Ministry of Industry and Trade. The inventory of chemical substances and mixtures is open for submissions from Russian companies. The inventory informs the Eurasian technical regulation on chemical products also known as “Eurasia-REACH”. EAEU member states will create their own inventories.
The draft Regulation was introduced to implement Article 8, 11 and Article 44-4 of Toxic and Concerned Chemical Substance Control Act.

On 9th June, Taiwan Environmental Protection Administration published the long awaited Guidance on Standard Registration of Priority Existing Chemical substances (the PEC Guidance). The PEC Guidance regulates the registration of the first batch of 106 priority existing chemical substances (PECs). If the annual tonnage is over 1 tonne/year, the Manufacturer/Importer/Third-party representative of the listed substances needs to complete the registration before the given deadlines (depending on the tonnage and the time of Phase 1 registration).
