In 2017, the Eurasian Economic Union (EAEU) published a Technical Regulation called EAEU TR 041/2017 (commonly known as “Eurasia REACH”). The Regulation covers Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan and is due to come into force on 2 June 2021.

Ahead of the Regulation being enforced, Russia, as one of the EAEU’s member states, has enabled industry to submit nominations to its chemical substance inventory. The chemical register contains over 54,000 entries and is searchable online. The register will eventually contain information on chemicals that are restricted, prohibited etc.
The Regulation introduces state registration requirements for chemicals and mixtures and details requirements for hazard classification, labelling and the development of chemical product “safety passports” (SP). SP, analogous to Safety Data Sheets, must be formally registered.
