What is the Downstream User Import Notification (DUIN) and when are the deadlines for submitting a DUIN?

Supply chains that have been disrupted by Brexit are able to make use of provisions to help minimise disruption and ensure business continuity.

Eligible companies including Great Britain (GB) based importers and Only Representatives acting on behalf of non-GB manufacturers have until 28 October 2021 to submit a Downstream User Import Notification (DUIN) for companies intending to import a substance into GB at or above 1 tonne per year.

The DUIN safeguards your company’s position and delays the need to register in full until October 2023 (>1000t), 2025 (>100t) or 2027 (1-10t and 10-100t).

What are the benefits of submitting a DUIN?

Submitting a DUIN does not create a future obligation to register that substance, however, it does afford greater flexibility and registration compliance costs in the years to come.

Are companies outside of Great Britain allowed to submit a DUIN?
